Louis van Gaal's men go into the game at Old Trafford in pole position in the pool with seven points from four matches, although PSV and Wolfsburg are close behind on six, with CSKA Moscow bottom on four.
That means a win for United over PSV would seal qualification for the knockout rounds, but Mata has his sights set higher in a week that also sees Van Gaal's team travel to surprise Premier League leaders Leicester City.

"We are feeling optimistic, as always, and our goal is to win both games and to have the best possible start to the busy period ahead.
"Obviously it is going to be tough and we will need to be at our highest level to beat PSV and Leicester. But let's go little by little.
"It is time for another Champions League night at Old Trafford against PSV Eindhoven. We lost there in the first week and now we want to get the three points that would take us closer to the next stage."

United have been struggling with injuries, although Van Gaal hopes to have captain Wayne Rooney back from illness. Late checks will be made on Anthony Martial, Michael Carrick and Marouane Fellaini, but Phil Jones and Ander Herrera are expected to miss out.
Manchester United captain Wayne Rooney is fit for Wednesday's Champions League clash with PSV Eindhoven but may not start, says manager Louis van Gaal.
Rooney trained on Tuesday after missing Saturday's 2-1 win over Watford with illness.
But asked if Rooney would regain his place in the XI, Van Gaal said: "No, not automatically."
Striker Anthony Martial is also fit, but midfielder Ander Herrera and defender Phil Jones are unavailable.
Marouane Fellaini, who also missed the Watford match, has recovered from a calf injury.
But Van Gaal said the Belgian midfielder, Martial and Rooney would have to "show on the training ground" that they deserved a starting place for the Group B match.
Group B leaders United will progress to the knockout stage with victory, though PSV will have other ideas as they seek the win that could take them top of the section instead.
United were beaten 2-1 in Eindhoven in the reverse fixture and Van Gaal described that match as "very disappointing", not just because of the result but also because of the loss of Luke Shaw to a broken leg.
"For me and for us he is a very important player," Van Gaal said. "I said in advance that he would be the revelation of this season and he was on his way to doing that."
The United manager revealed that he has given Shaw some time off this week from his recovery routine.
"Shaw was fed up with the daily routine and I saw why he was fed up, maybe because it was PSV," Van Gaal said.
The England international will have a scan on Friday to see how his leg is recovering.
Midfielders Antonio Valencia and Michael Carrick also remain unavailable for United.

The game will be extra special for Memphis Depay as he joined United from PSV in the summer, so he will go through the emotions, but after scoring in Eindhoven he will be hoping to score again against his former club to help his new team qualify for the next round of the Champions League.
The last time PSV visited Old Trafford was back in the 2000/01 season when they lost 3-1, and a repeat of that result for United would be great for them, but PSV will be confident as they lead the head to head 2-1 over three meetings with United.
Van Gaal knows the importance of the game against PSV on Wednesday, and especially as it's at Old Trafford as he feels "it is a stadium that has the highest inspiration" meaning when a player steps on the pitch at Old Trafford it's extra special.
PSV go into the game with a couple of injuries with both Jetro Willems and Menno Koch both ruled out with long term injuries, while Hector Moreno, Maxime Lestienne and Simon Pulsonare all doubts for the game.
United go into the game with five players missing including Shaw,Antonio Valencia, Michael Carrick, Phil Jones and Ander Herrera, but Wayne Rooney, Anthony Martial and Maroaune Fellaini are back and available for the game. Bastian Schweinsteiger missed training as he was given the day off to recover, but there's no reason he can't play.

Louis van Gaal gave an update on Shaw's injury at his pre match press conference saying that the defender was due to have another scan on Friday to see how his recovery from injury is progressing.
The game at Old Trafford will be the first game between the two clubs since the horrific injury that Luke Shaw obtained from a Hector Moreno tackle in Eindhoven in September, and the PSV defender could be in for some rough treatment from the Old Trafford crowd on Wednesday night.

With Phil Jones out Louis van Gaal hasn't got many other options at the back. Daley Blind is likely to take his place with Marcos Rojo at left-back.
Matteo Darmian had a bit of a nightmare in the first game against PSV but Ashley Young had a difficult day defensively against Watford.
If Wayne Rooney and Anthony Martial are fully fit they should start because it's a game United have to win.
It might be time to give Juan Mata a break with Jesse Lingard and Memphis Depay out wide.

After his impressive performance against Watford, I'd be tempted to see Memphis Depay given another run up front, with Wayne Rooney playing in the No.10 role.
Van Gaal likes Anthony Martial on the left and - if fit, following his foot injury - he provides United with a fluid forward line that can interchange when necessary.
Jesse Lingard's recent form means it would be a big call to leave him out.
With so many injury concerns, it is a case of which players Van Gaal can get onto the pitch.
